Total Foot Care Podiatric Medicine & Surgery remains committed to delivering individualized patient attention and care to the Baltimore - Washington Corridor. Founded in Greenbelt, MD in 1985 by Dr. Richard S. Cohen,

Our renowned physicians, Dr. Richard S. Cohen, Dr. Jeffrey E. Steinberg, Dr. Christopher P. Powers, and       

Dr. Joshua L. Moore - offer a combined legacy of over 75 years in Podiatric Medicine and Surgery. We focus on comprehensive medical and surgical interventions for foot and ankle conditions affecting both pediatric and adult patients.

Our facility offers a full spectrum of therapeutic services, ranging from high-risk diabetic foot management and reconstructive lower extremity surgery to sports medicine and specialized dermatology. Dr. Richard S. Cohen​

Founder and Partner Emeritus

Dr. Richard S. Cohen, the visionary founder of Total Foot Care, has spent more than 40 years setting the benchmark for podiatric excellence across the Baltimore-Washington Corridor. Although he no longer treats patients directly, he remains deeply involved as our managing partner. Dr. Cohen spends most of his week at our Greenbelt office, where he connects with patients, mentors our medical team, and guides our staff.

 

Since establishing the practice in 1985, his clinical leadership and unwavering dedication to patient health have grown the clinic into a multi-location center of excellence. Currently serving as Partner Emeritus, his philosophy of compassionate, personalized care remains the cornerstone of our practice, guiding our team of surgeons in providing top-tier medical and surgical interventions.
 
Dr. Cohen is a proud alumnus of the University of Maryland, College Park, where he earned his Bachelor of Science in 1976. He went on to receive his Doctor of Podiatric Medicine from The Ohio College of Podiatric Medicine in 1981. To further his expertise, he completed an intensive residency in foot and ankle surgery at the prestigious Cleveland Clinic. This high-volume training focused on complex forefoot reconstruction and diabetic foot management, providing him with the surgical precision and medical insight that have defined his storied career.
 
As a double-board-certified specialist, Dr. Cohen holds credentials from the American Board of Foot and Ankle Surgery and is also certified in Pain Management. His leadership has extended across the regional medical community, having served as Chief of Podiatry at both Doctors Community Hospital and Prince George’s Hospital Center. He currently oversees clinical quality as the Medical Director of the Total Foot Care Surgery Center in Greenbelt, MD. He remains an active member of both the American and Maryland Podiatric Medical Associations, contributing to the advancement of podiatric medicine.
 
Throughout his 43-year tenure, Dr. Cohen has treated generations of families, from children to seniors, with a specialized focus on surgical repair and chronic condition management. His creation of the "Happy Feet Store" reflects his commitment to providing patients with professional-grade tools for lasting relief. His clinical successes are matched only by his reputation for empathy and his belief that every patient deserves a custom path to functional restoration and pain-free living.
 
A native of Washington D.C., Dr. Cohen is deeply connected to the local area. He resides in Rockville with his wife and finds his greatest joy in his family, including his three daughters and seven grandchildren. When he is not at the clinic, he is a familiar face in the community, respected by colleagues and patients alike for his professional integrity and lifelong dedication to healing. His journey is a testament to the impact of dedicated medicine, leaving a legacy of health that continues to inspire the entire Total Foot Care team.

Dr. Jeffrey E. Steinberg is co-owner and a highly regarded Podiatric Physician and Surgeon at Total Foot Care, recognized for his unwavering commitment to patient health and surgical excellence. With a practice philosophy centered on individualized attention, he utilizes his extensive clinical background to provide advanced solutions for a wide range of lower extremity concerns. His dedication to staying at the forefront of medical advancements ensures that every patient benefits from modern, effective interventions tailored to their specific lifestyle needs.
 
Dr. Steinberg earned his Bachelor of Arts from the University of Maryland, College Park, in 1998 before pursuing his medical education at the New York College of Podiatric Medicine. After receiving his Doctor of Podiatric Medicine (DPM) in 2002, he completed a rigorous three-year surgical residency at St. Barnabas Medical Center in New Jersey. Expertly trained in diabetic limb salvage, complex forefoot reconstruction, and sports medicine, he brings a sophisticated level of surgical skill to the Baltimore-Washington area.
 
Board certified in foot surgery by the American Board of Foot and Ankle Surgery, Dr. Steinberg possesses over 17 years of experience spanning both private practice and teaching hospital environments. This breadth of experience allows him to manage diverse podiatric conditions with precision, from routine care to intricate surgical repairs. He is an active contributor to the local medical community, striving to improve the quality of life for his patients through both clinical expertise and compassionate communication.

Returning to his East Coast roots, Dr. Steinberg now resides in Potomac, Maryland, with his wife and two children. He chose the field of podiatry for the unique opportunity it provides to help patients across all demographics regain their mobility and comfort. Outside of his professional responsibilities, he is a dedicated family man and an outdoor enthusiast who enjoys hiking and biking. An avid golfer, he frequently hits the links with his son and also pursues a creative outlet through the detailed work of automotive restoration.

Dr. Powers, an esteemed Podiatric Physician and Surgeon, has dedicated his career to advancing the field of foot and ankle medicine. With a comprehensive background and a commitment to excellence, he has mastered the latest techniques in Podiatric Surgery. His journey in Podiatry has been marked by a passion for holistic patient care and a drive to integrate diverse medical disciplines for optimal treatment outcomes. His commitment to continuous education and staying abreast of innovative medical practices ensures that his patients receive top-tier treatment for a wide range of Podiatric conditions.

 

Dr. Christopher P. Powers is a graduate of Adelphi University where he received his Bachelor and Master of Science degrees in Biology.  He then attended the New York College of Podiatric Medicine.  Dr. Powers’ medical residency was completed at Mount Sinai Hospital in New York, New York where he also served as Chief Resident during his tenure there.  His practice has centered on performing all surgeries pertaining to the foot and ankle, management of acute traumas, infections, as well as routine foot care.  Dr. Powers also specializes in reconstructive surgery and minimally invasive procedures.

Dr. Powers is board certified in foot surgery by The American Board of Podiatric Medicine.  He is a member of the American College of Foot and Ankle Surgeons, the American Podiatric Medical Association, the New York State Podiatric Medical Association, and the Maryland State Podiatric Association.

Dr. Powers was born and raised in Central New York and recently relocated to Washington, D.C.  He spent his whole academic life in New York City and is looking forward to exploring his new home in the District of Columbia and Maryland areas.  As a young person, Dr. Powers always knew he wanted to pursue a career in medicine and as he approached academia he became interested in podiatry because the field offered him the ability to serve patients among an array of different demographics and other disciplines including sports medicine, pediatrics, biomechanics, and geriatrics.  His true focus as a physician is patient care and nothing is more rewarding to Dr. Powers than improving his patient’s quality of life from the care he provides.  Outside of work, Dr. Powers is an avid traveler having visited destinations all over the world, an explorer of history, art, and new cultures, food connoisseur, outdoorsman who enjoys hiking, golfing and tennis, and a voracious reader who loves a good historical fiction or fantasy novel while sitting poolside.

Dr. Joshua L. Moore

Dr. Joshua L. Moore brings his vast experience and knowledge as an internationally recognized podiatric foot and ankle surgeon to Total Foot Care. He is known for his compassionate, patient-centered care and clinical and surgical successes. 

​

Dr. Moore is board-certified by the American Board of Foot and Ankle Surgery in foot and reconstructive rearfoot/ankle surgery. Dr. Moore graduated from the Des Moines University College of Podiatric Medicine and Surgery and completed a three-year, high-volume surgical and trauma residency at the University of Medicine and Dentistry, Newark, NJ, serving as chief resident in his final year.

Dr. Moore’s career has spanned over a decade, having served most recently as Professor and Division Head of Clinical Medicine and Surgery at Kent State University’s College of Podiatric Medicine and as Medical Director for North Coast Surgery Center in Cleveland, Ohio. Dr. Moore has also served as Clinical Professor of Surgery, Assistant Dean of Educational Affairs, and Medical Director of Temple University’s Foot & Ankle Institute, the Philadelphia region’s largest foot and ankle medical facility.

Throughout his career, Dr. Moore has maintained a busy clinical and surgical practice within major university hospital systems. While Dr. Moore treats all conditions of the foot and ankle, he has a special love for both adult and pediatric foot and ankle injuries and deformities. Dr. Moore lectures internationally, serves on numerous medical association committees, and has several publications to his credit.

 

A native of rural Illinois, Dr. Moore is excited to return to the DC/Baltimore metro region, where he volunteered for a year of service in inner-city Baltimore, teaching biology and religion to some of the most troubled and impoverished youth of the city. In his free time, Dr. Moore enjoys being outdoors, spending time with his family, cooking, and being active in his local community.
